Roberta (Robbie) Harter earned a bachelor’s degree, summa cum laude, with a major in Political Science and a minor in National Security and Intelligence from Fairmont State University in 2014. Ms. Harter received a juris doctor degree, cum laude, from Case Western Reserve University School of Law in Cleveland, Ohio, in 2017. While in law school Ms. Harter was Co-Managing Editor of the Canada-United States Law Journal, senior editor of the War Crimes Prosecution Watch, a legal writing teaching assistant and tutor, and completed an externship with the Department of Labor, Office of the Solicitor.

Prior to joining Williams, Leininger & Cosby, P.A., Ms. Harter was an Assistant Attorney General in the Civil Litigation – State Programs Division in Tallahassee, Florida. As an AAG, she defended state departments, agencies, and officials in suits involving the constitutionality of Florida state statutes including claims related to §1983 civil rights issues. She also assisted with the defense of class action civil rights lawsuits against the State of Florida seeking systemic or institutional reform of state programs or systems.

Ms. Harter handles the defense of claims involving personal injury, wrongful death, brain injury, construction defect, construction litigation, homeowners and property association disputes, product defects, and insurance coverage disputes with a primary focus on discovery and investigation. She is admitted to practice in all Florida state courts and the United States District Court for the Middle District of Florida, and she is a member of the Florida and Martin County Bar Associations.
